Installed new pkgs to build ardour3, says cant find them?

Building Ardour3
I installed, updated removed  packages as per posts, this time I was careful to only remove dev pkgs
when I run ./waf configure says cant find serd

From waf configure log file.
Checking for 'serd-0' >= 0.14.0
['/usr/bin/pkg-config', '--atleast-version=0.14.0', 'serd-0']
not found
from /home/jk/3.0/libs/ardour: The configuration failed

I installed it
I know it can't find it as it's not in the pkg-config tree . What do I tell  ./waf configure  for it to find what it needs? 
and in ardour2 building with scons,   how to add to the PKG_CONFIG_PATH environment variable ?

Hmmm,

I can't reproduce that issue here with the same packages installed, did you try re-installing libserd? Are you sure there are no previous libserd packages hanging around in Synaptic or a previous source build in /usr/local?

Yes I checked acouple of times .I uninstalled all the old pkgs before installing the new ones
 I will reinstall serd. Im using the most recent svn of adour3 well as of two days ago. I posted the question over at mantis and
go yelled at. He thought I was asking for tweaks to the build script I wasn’t. I'l just uninstall everything and reinstall see if that works

Reinstalled serd, sord,lilv, suil  with Gbedi pkg installer nothing shows up in synaptic but the files are there? , and after Gdebi runs it just sayes install package not reinstall?  

I had to install serd and other libs by doing a waf build and install from source. Adour3 now configures of but fails the build. It errors out at LV2 (356) must have the wrong version
